Happy holidays, everyone! While 2024 is winding down, that does not seem to be the case in the regulatory innovation space. Quite the opposite, actually. In early October, the Indiana Supreme Court made determinations on the Commission on Indiana’s Legal Future’s July 2024 recommendations, including developing initial parameters for a legal regulatory sandbox, and the members of the Indiana State Bar Association discussed limited licensing for allied legal professionals at their annual summit. Later in the month, Chief Justice Michael P. Boggs from the Supreme Court of Georgia announced the creation of a study committee on legal regulatory reform, tasking it with making recommendations to the Georgia Supreme Court in June. And then on December 5, the Washington Supreme Court approved the Practice of Law Board and Washington State Bar Association’s pilot test of entity regulation.

In the community justice worker space, there has been both forward and backward movement. Frontline Justice announced that it joined forces with Ascendium on the National Taskforce on Community Justice Worker Training to develop evidence-based community Justice Worker Training Standards, and Innovation for Justice celebrated five years of community-based justice work by hosting a three part webinar series—A Place Called Justice. The Supreme Court of Texas, on the other hand, issued an order delaying the expected effective date of the proposed rules governing licensed legal paraprofessionals and licensed court-access assistants in order to consider the comments it received during the public comment period.

Finally, in mid-November IAALS published a blog post on how the Utah Sandbox has inspired similar regulatory initiatives in Canada and other US States and it hosted a convening focused on regulating the use of AI in the delivery of consumer-facing legal services. The convening included a group of leaders from across the country, profession, and beyond to participate in two days of thought leadership sessions to generate and discuss ideas for regulators and leaders in the legal profession to consider as they work through these issues.
