NCCD Names Director of Child Welfare
Philip Decter, MSW, was recently named Director of Child Welfare at NCCD. Decter has been with NCCD since 2010 and most recently served as NCCD’s interim director of child welfare.

As director, Decter will provide strategic direction and leadership for NCCD staff focused on system improvement in child welfare. “Everything we do has to be in service of helping child welfare agencies become better at what they do—more effective, more just, rigorous in how they handle concerns, and collaborative in their approach with clients. All of our work at NCCD is designed to be system-improvement work.”

Decter also emphasized NCCD’s commitment to growing child welfare staff skills in working with and across differences in culture and identity. “African Americans, Latinos, and Native Americans here in the states; First Nation tribes in Canada; and Aboriginal and Torres Strait Islander peoples in Australia are vastly overrepresented in the child welfare system,” he said. “Our assessments need to contribute to addressing the phenomenon of disproportionality, and our research efforts need to support this as well.”

Decter said he is excited about the future of child welfare work, which is “about building on the successes of these past 50 years in child welfare; being courageous enough to look at and understand our failures; and using our experience, data, and research to clearly answer: Are we really accomplishing our goals? What needs to stay the same? What needs to be different?”

Decter said, “I’m honored and excited to be in this position. We can and will do great things—and the children, youth, families, and communities served by the child welfare system deserve nothing less.”
